This is what a normal tank burst looks like with a hydrostatic burst, rather than a pneumatic burst. In other words t' tank is completely filled with an incompressible fluid, aka water, and when t' tank fails thar isn't very much stored energy. T' tank itself is a test o' a different fabrication process for COTS tubing.
